This and #654 should be semver major/BREAKING CHANGE as it drops support for older Node.js versions

Yes, Both PRs are marked with feat!: so release-please should treat them as breaking changes and produce a SemVer major bump. |

Description
Node.js 20 has reached end-of-life. Raise the minimum supported version to Node.js 22 and update the CI matrix and README.
